Is it right that non- refundable rates are officially allowed in many countries?
Have you ever bought avia tickets or book hotel choosing NR rates.

It’s forbidden in Russia. However, hoteliers use this rate widely. Interestingly that overbooking in avia companies has become ok since recently.

I have no idea if it is legal or not but when you buy an airline ticket you know exactly if you can change it or not. The price is usually different. People generally take an insurance for cancelling and get refunded by their insurance if they had a health hazard. As for hotels, I book via booking.com and the terms are clear. Big hotels in most cases allow you to cancel a reservation up to the last minute, boutique hotels don’t. Friends started telling me how horrendously expensive Booking.com is for hoteliers and that we should boycott them. I know people who browse through the site and afterwards contact the hotels personally. So I do not know what would be the policy there with a contract without a middleman.
